Factors Affecting the Effectiveness of Post-Mortem Reviews in TETFund Building Construction Projects in Ekiti State, Nigeria

This study investigated the barriers affecting effective implementation of Post-Mortem Review (PMR) in TETFund construction projects. PMR was recognized as a method for learning from completed projects and improving future project performance. However, its implementation in TETFund projects remains limited due to barriers. The study used the census method to select 197 professionals in the physical planning, works, and procurement units of the five tertiary institutions that had participated in completed TETFund building projects in Ekiti State, Nigeria, for data collection. A study adopted a quantitative research approach with the use of a questionnaire. A total of 186 questionnaires out of the 197 sent out were retrieved from the respondents, and analysis was carried out with the use of frequency, Mean Score (MS), and factor analysis. Results from the general opinion of the stakeholders that participated in the survey showed that misconceptions of PMR, limited stakeholder participation, and budget restrictions were ranked as the most severe barriers. Furthermore, factor analysis grouped 20 identified barriers into four latent constructs: human, resource, organizational, and process barriers. The findings highlighted the interconnected nature of PMR barriers and explained how their different categories collectively constrain PMR effectiveness. It provided insights into solving implementation problems and promoting PMR adoption. The study suggests that stakeholders should create more awareness of PMR practices to reduce misconceptions and that funding should be made available to support PMR activities. This will assist professionals to gain insights from completed projects and avoid mistakes on TETFund building projects.
